Commonwealth Grants Commission (CGC)

The Commonwealth Grants Commission (CGC) explains how GST revenue is shared between the states and territories, which means a lot of complex data and documents. Morpht gave its GovCMS website a fresh design and used interactive components, including a map, to make that content easier to understand.

Complex GST data, made clearer

Complex GST distribution content, made clearer with a fresh design, organised document collections, and an interactive map. The result, in the CGC's words: "a clean, contemporary, and user-friendly website."

  • A new GovCMS SaaS website built on Convivial for GovCMS
  • An interactive map that presents state and territory information visually
  • Document containers and file collections that keep related reports together
  • A new information architecture shaped by a consultative review with external stakeholders

About the CGC

The CGC is an independent agency that advises the Australian Government on how to distribute GST revenue to the states and territories. It collects and assesses data and conducts research to inform that advice.

The solution

Commencing with Discovery sessions, Morpht took a deep dive into the requirements with the CGC. We took on the challenge of working with a strong and distinctive colour palette to extend the Australian Government Design system while meeting accessible standards. Through a few iterations we settled on a design direction that aligned well with the CGC’s brand identity.

Information architecture

By clearing defining the information architecture , Morpht drew up a content model to help unpack the CGC’s complex hierarchy for its Government Reports. A Final Report is the outcome of a series of activities including Consultations, Issues, Submissions and other Supporting Information. We developed a concept of Document containers and File Collections to provide structure and context.

Document containers and File Collections

To deliver on a hierarchy of documents and reports we created a series of nested paragraph containers. The editor can set up a Document container to establish a heading and description and nest within that a File Collection to pull in media files related to a report.

Interactive map

The CGC wanted a map of Australia on their home page which clearly showed the State and Territory GST distribution.

Morpht developed a component that handled this requirement; which includes the flexibility for CGC to modify the content and the colours for each State and Territory as required.

Importantly, this feature also needed to meet accessibility requirements. As such, we added an accordion below the map to render the content in a format that will easily be picked up by screen readers.

New design

A fresh new design brought the site up to speed with attractive, inviting imagery.

The design is content first with an emphasis on ease of use and accessibility.
