Australian Financial Security Authority (AFSA) and Personal Property and Securities Register (PPSR)

The Australian Financial Security Authority (AFSA) needed its main website to work harder for people dealing with personal insolvency and property securities. Morpht rebuilt its navigation, components, and colour palettes without disrupting existing content, and the work won two GovCMS Community Awards in 2025.

Two websites, two awards

Two websites, two GovCMS Community Awards. Both AFSA sites are now faster, more accessible, and built around what users come to do.

  • Two GovCMS Community Awards in 2025: the Innovation Award for AFSA and the Connecting with Community Award for PPSR
  • PPSR brought to WCAG 2.1 AA, recognised with a Vision Australia Statement of Accessibility
  • Faster PPSR load times after removing unused JavaScript and improving media delivery
  • A new AFSA mega menu and a homepage built around key user tasks
  • Consistent colour palettes and components on AFSA that meet WCAG contrast requirements

About AFSA and PPSR

AFSA is an executive agency in the Treasury portfolio. It maintains confidence in Australia's personal insolvency and personal property securities systems, and both websites are central to that work.

AFSA website

The site lacked a robust foundation, and its structure did not support user needs well. Morpht had to introduce new foundational components and a new information architecture (IA) without disrupting existing content or functionality.

Legacy code and unnecessary client-side assets slowed the site and made it harder to maintain. Several components and interactive features also did not meet current accessibility expectations.

AFSA: The solution

Morpht delivered a redesigned mega menu that now serves as the main navigation of the AFSA website. In collaboration with AFSA, Morpht rolled out new colour palettes and components, including CTAs, callout features, and a timeline. AFSA can now create different page layouts, using colour palettes in background modifiers and promote content using these components. The improvements to the site search and mega menu have also improved the way users find information relevant to their needs.

IA discovery and navigation

We ran IA discovery with the AFSA team to design a new mega menu, which now serves as the main navigation. Together with improved site search, it makes navigation intuitive and helps users find relevant content quickly.

Cohesive look and feel

We consolidated the site's content blocks and introduced colour palettes and new components, including calls to action, callouts, and a timeline. The colours support readability, visual hierarchy, and contrast, meet WCAG requirements, and reinforce AFSA's brand. Editors can now build varied page layouts using the palettes as background modifiers.

Refreshed homepage

The new homepage shifts from an organisation-centred layout to one built around user needs. It surfaces key tasks, information, and resources first, so users reach relevant content faster.

PPSR: The solution

Morpht delivered targeted performance improvements through enhanced load times, code quality, and scalability, while ensuring that existing content and critical functionality remained stable and unaffected. We also provided both remediation and strategic guidance to ensure alignment with recognised accessibility standards. This work not only addressed compliance risks but also improved overall usability and inclusivity across the platform.

Performance improvements

We refactored key areas, removed unused JavaScript, improved media delivery, and reimplemented functionality more efficiently. Pages now load faster and the site is more responsive.

Accessibility remediations

AFSA used web governance tools to audit the PPSR website. Morpht validated the findings and fixed them, bringing the site to Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. The fixes covered semantic HTML, form labelling, colour contrast, keyboard navigation, and focus states.

Vision Australia formally recognised this work with a Statement of Accessibility in December 2023.

Improved glossary

We enhanced the glossary tooltips that automatically show definitions for key terms. This keeps terminology consistent, helps users understand content in context, and saves content authors manual work.
