Why agencies choose Morpht for GovCMS
GovCMS Drupal DXP Panel
Morpht was announced as one of the initial suppliers on the GovCMS DXP Panel. We provide a range of Drupal DXP services to Australian government agencies. Content recommendations, personalisation and AI services can now be easily procured through Moprht, offering an on-ramp for agencies to make their sites smarter and more adaptive to user needs.
Content recommendations
Powerful machine learning algorithms are used to make content recommendations to users based on their browsing behaviour. Morphjt has partnered with Recombee SaaS to bring these tools to GovCMS, GovCMS sites can now be their own Netflix or Spotify, adapting content for a better user experience. See the GovFlix case study or read the playbook on content recommendations. This feature is available for GovCMS SaaS and PaaS.
Personalisation
Smart websites try to predict what their users want to do next. What is the next best step at any point in time? The Convivial Profiler personalisation engine is able to keep track of user affinity for content, user intention and current active campaign or stage in user journey. All of these combine to deliver personalised content recommendations to keep the user engaged on the site. See the Convivial for GovCMS site for more details and a demonstration. This feature is available for GovCMS SaaS and PaaS.
AI Augmentation
Generative AI has swept to the fore and is having an impact on content workflows in government agencies. Morpht has partnered with NLP Cloud to provide a range of different AI models for augmenting content, making editor's lives easier. Sites can tap into this service via the Augmentor NLP Cloud module and a subscription available through the DXP Panel. This feature is available for GovCMS PaaS only.

Frequently asked questions
Look for a supplier on the GovCMS Drupal Services Panel with a track record of SaaS builds, so they know how to deliver within the platform's limits. Check they can meet WCAG 2.2 AA accessibility, work with the Australian Government Design System, and support the site after launch. For federal projects, ask whether their team holds Baseline security clearance.
Morpht has worked on GovCMS since the platform began. We were one of the first members of the original Drupal Services Panel, built the GovCMS UI-Kit starter theme for the Digital Transformation Agency (DTA) in 2018, and created Convivial for GovCMS. Our GovCMS SaaS rebuilds include the Therapeutic Goods Administration, the Independent Parliamentary Expenses Authority, and Reef Guardian Schools. Our Australian Financial Security Authority (AFSA) site won the Innovation Award at the 2025 GovCMS Community Awards.
Australian Government agencies can engage Morpht directly through the Drupal Services Panel on BuyICT, with no open tender required. Morpht is on the panel across all three categories: site builds, support, and digital experience platform (DXP) services such as personalisation.
Convivial for GovCMS is Morpht's open-source starter site for GovCMS. It gives you tested, editor-friendly components and an Australian Government Design System theme from day one, and it has passed an independent WCAG 2.2 AA audit. Starting from proven components shortens build time and lowers cost. For example, we delivered the Defence and Veterans' Service Commission site in six weeks.
GovCMS SaaS suits information-rich sites that need strong content, search, and discovery. You cannot add your own modules, and it is not suited to user logins, private data, back-end integrations, or intranets. An experienced supplier can still deliver advanced features within these limits. For the Independent Parliamentary Expenses Authority, Morpht built a SaaS site that imports datasets of more than 30,000 records in a single process.
Yes. The majority of our team holds Baseline security clearance, so federal projects can start without onboarding delays. Every engagement also has an Australian-based account manager and project manager.
GovCMS maintains the platform and codebase for SaaS sites. Morpht supports the configuration and theme layer, delivers new features, scans front-end libraries monthly for vulnerabilities, and updates sites for machinery-of-government changes. Where possible, the same team that built your site supports it.
